Council's which are also known as your local DC all council house exchanges to happen between their tenants. Providing their tenants want to move out of one of their properties, into another which suits them better. and is not too small from them, then the council have no problem with this. A lot or should i say most, people who are housed by the council, at some point in there lives need to move to more of a suitable property, because they may have a bigger family now then what they had before they moved into the property, or they might want to downsize because there children have all moved out, so they might like to move out of a 3 bed house into a smaller one such as a 1 bed flat, or 2 bed bungalow, Everyone has there reasons. Some people just don't like the area they live in anymore, so they want to move Completely out of the area, or they might want to stay in the area but in a different street. When you are a council tenant, its nice because you know a council house exchange or often known as a house exchange, mutual exchange,council exchange, can happen, and you can move or exchange homes. But if you are in a housing association property, things could be different because not all housing associations let their tenants move.
On a lot of occasions, the council home people who have babies or small children, and if the children are of the opposite sex, the council will re home them again after they have reached a certain age limit, as when a boy and a girl are of a certain age, they are no longer, a loud to share a bedroom, which then means the council have to re home them again. A lot of young families get homed into flats without a garden, and this is a big problem for young family's who have young children, because they do not have a garden for their child or children to play in, so they complain to the council. But on a few occasions, they might find someone who has a property with a garden and would like to do an exchange with them. This is then called a council house exchange or a home swap, or a mutual exchange. There are different ways of saying " a council house exchange "
